Product Certification with the CE Mark

The meaning of the “CE” marking originates from the French term “Conformité Européenne” (European Conformity), which literally means “European compliance.” It is the only authorized mark for product labeling in the European Union, signifying conformity with the directives’ requirements regarding product safety for any intended use.

The core idea of the European Union market is the free movement of people, capital, goods, and services. However, products marketed and sold must meet key health, safety, and environmental protection requirements.

To ensure that the EU single market operates fairly, specific rules had to be established. A significant obstacle was the variation in product safety standards across countries, necessitating inspections at every border crossing. Therefore, harmonizing regulations at the EU level was essential for the smooth operation of the market. In 1985, the European Commission introduced the “New Approach” directives for technical harmonization and standardization, which eliminated barriers arising from differences in national regulations.

CE Mark Responsibility and Placement

The manufacturer or their authorized representative within the EU is responsible for ensuring product compliance with directive requirements. The CE mark cannot be affixed until the conformity assessment procedure is completed, typically at the end of the production phase. The EC Declaration of Conformity is the document through which the manufacturer declares that the product meets essential health and safety requirements. The CE mark must be placed directly on the product; if this is not feasible, it can appear on the packaging, nameplate, or accompanying documentation.

CE Mark Requirements

The CE mark must be:

  • Visible (e.g., placed on the back or bottom of the product)
  • Legible (minimum height of 5mm)
  • Permanent (must not be removable without leaving a trace under normal conditions)

Products must not carry other marks that could confuse consumers. Additional marks must serve different purposes and not reduce the CE mark’s visibility.

Applicability of the CE Mark

The CE mark is mandatory for:

  1. All new products sold within the EU (whether manufactured in the EU or imported).
  2. Products significantly modified after being placed on the EU market, making them effectively new.
  3. Used products imported from non-EU countries.

Advantages of the CE Mark

The introduction of the CE mark has simplified market access for products originating outside the EU. Previously, individual certifications were required for each country. Now, a single conformity assessment ensures market access across all EU countries.

The CE mark is the sole authorized symbol in the EU that demonstrates a product’s compliance with safety directives, regardless of its intended purpose.
